Does a tibetan terrier dog have a brown nose?

Nose color is determined by color...which is determined by genes. Dilution genes affect both coat color and skin pigment.

ETA: The breed standard states:

"Color: Any color or combination of colors including white are acceptable to the breed. There are no preferred colors or combinations of colors." However, it also states the nose "black". So, it must be, at least, discouraged or a fault.

It's true...for example: a chocolate dog (genetically b/b) would have a brown nose. The gene effects both the coat color and skin pigment. In breeds that black pigment is desired, dilute colors are discouraged.
