My 2 Maltese males marks territory all over my house!! HELP!?

I have had my 2 maltese males for 7 years now. My oldest Maltese started to mark territories all over my sofa, tv, bed, laundry, corners of the house, everywhere. This started to happen when i brought my second male Maltese. Now over the past 7 years both have been marking territories all over and it stinks like pee everywhere. I've tried big pens, fences to lock out certain rooms and now i dont know what to do. I heard when you neuter them it lessens, but havent dont that yet. I've tried newspapers everywhere and diapers. Any suggestions?? I don't want to keep them in a pen all day.

Neuter them!!! It helps-really.

It's like a game the dogs are playing with eachother. Who's the
boss. Your dogs both think they are the dominante one so this
will keep up unless you either get rid of one male or what I did
with my male when he was making his territory was, I bought
a little box. I put a puppy pad in it, and every time he goes pee
in there he gets a treat. I always give him the treat, and even
my other dogs to, wheather they go in there at that time or not.
It keeps them wanting to pee there because they get a reward.
